Planning and Development

The Planning and Development Services Department is responsible for the planning, review, and compliance of growth and development of private and public improvements within the City of Marion. The mission of the Department is to protect the health, safety, and general welfare of the public, enhance the quality of residential and commercial areas, and facilitate the orderly growth and development of the community.

The Department is responsible for the administration and enforcement of the City’s development regulations, and facilitation and implementation of development plans. This is accomplished through the administration of the North Carolina Building Code, and the Marion City Code for zoning, subdivision, floodplain management, and civil nuisance.

The Department provides staff support to the Planning Board, Board of Adjustment, and Historic Preservation Commission.

The City of Marion maintains GIS information for all other city departments and provides mapping services to the community. The City’s online GIS portal provides information for viewing and download to support.

The Department also provides support and guidance to other agencies and organizations to carry out community development projects and programs.

Planning

Planning staff work with various community and agency stakeholders to prepare plans, reports, guides and studies that focus on guiding orderly and appropriate growth and development, which focuses primarily on land use, parks and recreation, housing, transportation, environment, and any other element that may influence changes within the community over time.

The City updated its Comprehensive Land Use Plan in 2012. The Plan is the City's official statement of policies for directing growth and development in Marion for the next twenty (20) years. It replaces the 1978 Land Use Plan and responds to new growth pressures, facility and service needs, and other factors that have emerged since the original plan's adoption. The 2012 Comprehensive Land Use Plan was adopted by the City Council on June 19, 2012. A digital copy of the plan can be downloaded from the list of plans found below.

Planning staff also work to develop other plans that supplement the Comprehensive Land Use Plan. The following is a list of plans that have been completed in the past ten years that are currently being implemented through grant awards or other funding allocations. A digital copy of many of these plans can be downloaded from the list found below.

The Planning Director serves as the staff liaison to the Planning Board, Board or Adjustment, Historic Preservation Commission, as well as other boards or committees from time to time.

The City Council finds it necessary and advisable to regulate the location, bulk, and size of buildings and other structures, and the uses of land for business, industry, residential, recreation, or other purposes, and for such purposes divides the City into zoning districts. Building Services

The Department provides building inspections and plan review services for all new construction, alterations, additions, and modifications to existing structures. The department is responsible for enforcing the North Carolina Building Code and other local ordinances through plan review, inspections, as well as enforcement.

The City's Building Inspections program was recently rated by the Insurance Services Office, Inc. Building Code Effectiveness Grading Classification as a Class 4 for residential property and as a Class 4 for commercial and industrial property. Code Enforcement

The City of Marion is committed to providing citizens with safe, clean, and healthy places to live, work, and play. The City’s Code Enforcement Officer works to maintain community standards by enforcing health and sanitation ordinances against tall grass and weeds, open collection of trash, junk, and debris, junk vehicles, and unsafe dilapidated structures. Code Enforcement Staff work to preserve neighborhood property values by preventing non-compliant building and development, inappropriate business use of residential properties, unpermitted signage, and other code violations.
