Welcome to Public Works

The Public Works Department provides a wide range of services including:

  • Street maintenance and construction
  • Street cleaning, snow removal, sidewalk construction and maintenance
  • Solid waste and recycling services, brush and leaf collection
  • Curb and gutter construction
  • Storm drain and right-of-way maintenance
  • Cemetery maintenance and burials
  • Maintenance of City parks and properties.

The Department is divided into six divisions: administration, fleet maintenance, streets, sanitation, cemetery and utility maintenance. The City's water and wastewater utilities also are managed through the Public Works Department, although the Water Treatment Plant and Wastewater Treatment Plant, respectively, are managed in separate departments.

Administration

The Administration Division consists of the Public Works Director and supporting staff. This division is responsible for the oversight of all department operations, and plans the daily work of the Public Works Department, sets the schedules of work crews, and plans special projects as directed by the City Manager.

The offices of the Division are located on Shop Drive off of Rutherford Road.

Street and Tree Maintenance

Streets

The Street Division is composed of the Public Works Superintendent and 12 personnel, and is responsible for:

  • Maintenance of all City-owned properties
  • Maintenance, marking and cleaning of over 36 miles of City streets
  • Sidewalk repairs and construction
  • Curb and gutter repairs and construction
  • Storm drainage

There are also streets and highways running through the City Limits maintained by the North Carolina Department of Transportation (NCDOT), such as US 70, parts of the US 221 Bypass, US 221 Business, NC 226, Baldwin Avenue, Finley Road, Rankin Drive, Spaulding Road, Reservoir Road and other streets.

The majority of public right-of-way mowing of City streets and NC DOT streets within the City limits is performed through a private contractor.

The Division works on many sidewalk and curb and gutter construction and repair projects throughout the year. A list of prioritized projects is available from the Public Works Department at (828) 652-4224.

The City of Marion has an active Tree Program and is a Tree City USA.

Fleet Maintenance

The Fleet Maintenance Division is composed of one Chief Mechanic and one Assistant Mechanic, and is responsible for the maintenance and repair of all City vehicles and for maintaining records on all City equipment.

Currently, this division maintains over 100 pieces of equipment and over 75 licensed vehicles.

Utility Maintenance

The Utility Maintenance Division consists of the Utility Maintenance Superintendent and nine personnel, and is responsible for:

  • Reading water meters,
  • Installing water meters,
  • Making water and sewer line taps,
  • Making water and sewer line repairs,
  • Constructing water line extensions, and
  • Overseeing contracted water and sewer projects

The Utility Maintenance Division reads over 4,300 meters monthly and maintains over 100 miles of water distribution lines and over 80 miles of wastewater collection lines, serving over 4,300 water customers and over 3,100 wastewater customers.

Water and sewer extensions are coordinated through the Public Works Department, according to City policy. Please contact the Utility Maintenance Superintendent for more information regarding installation and extension requests.

Repair and replacement projects are completed according to a set priority list prepared by the Public Works Department and Utility Maintenance Superintendent. This list is revised periodically by the City Manager and City Council. Water and sewer billing is handled through the Finance Department. Sanitation

The Sanitation Division consists of the Sanitation Superintendent and seven employees, and provides several programs that ensure a clean and healthful environment for our City. The division is responsible for weekly garbage collection at residential properties, for street trash pick-up, for collection of residential and commercial recyclables, and for pick-up of garbage containers at commercial buildings. Items picked up by the Sanitation Division are taken to the McDowell County Landfill for disposal. The commercial recycling program involves the placement of containers at various business locations within the City for the recycling of corrugated cardboard, aluminum and junk mail. In July, 2012, the City took over collection of commercial recyclables from a private contractor in order to save approximately $25,000 per year and also to receive revenues from the sale of cardboard. Per agreement with McDowell County, the City and County split the revenues from the cardboard.

The Sanitation Division provides services to approximately 3,200 residences and over 240 businesses in the City.

The Sanitation Division is responsible for collecting:

  • Commercial garbage
  • Residential garbage
  • Residential recyclables
  • Commercial recyclables
  • Household street trash
  • Yard waste and brush
  • Leaves

The City maintains a recycling participation rate of 27 percent.
